what about an additional non-robotic subforum ("off-topics") if someone has a question e.g. to Windows- or Linux-related operation system or HTML questions, or e.g. about backup and restore programs, or about any a mathematical or physical or technical or building problem one came about accidentally?

The "Open Discussion" forum could be used for this, no? The description even reads "News, rumors, and other broad discussion topics."

I have created the "Off-Topic" forum and moved it with this comments forum into the "Everything Else" category.
