is there concerns to plug a 12 V DC power supply to the EV3 rechargeable battery pack to charge it?

Isn't the pack 9V? I wouldn't try.
Where did you get one BTW? It seems you can only get them from educational resellers.

I used one of these set to 10v with a 13v supply to charge my NXT battery.

The battery pack is actually 7.4v (two 3.7v Lithium Ion cells in series). The official Lego charger is 10v DC. While I have heard of people having success with chargers up to 18v DC, I personally wouldn't try it.

No. The Lego battery packs already have a charger built in, they just need an external power supply.
