Can the software that comes with the Mindstorms EV3 be used to open .rbt files created with NXT-G software from NXT2? If so, how? It does not look like .rbt is a supported file type in the EV3 software's File->Open dialog.

No, I am not aware of such functionality. The NXT can be programmed with the EV3 software, but not all features are supported.
