Not able to choose Topic icon in Off Topic Forum Section

I can't change the "Topic icon" in the Off Topic Forum Section. For example, I chose this topic's icon to be a flame. 
But I can't do that in the Off Topic Forum Section.
But I can't do that in the Off Topic Forum Section.
