PSP_NX Bluetooth Help

I have a big NXT project that involves two NXTs. It has one NXT brick operating the drive wheels(tracks)as a tank drive system. The other brick controls two other motors, one for a gun and one for a twisting torso.
I have the psp-nx sensor on the upper brick to remotely control it. The upper NXT is the master in the bluetooth connection.
My program has the upper NXT relay the pspnx commands to the lower NXT. The program is like this:
MASTER SLAVE In the slave program, the motor is set to go for 0.1 seconds. When I press the joystick on the controller, nothing happens. Does anyone know what I am doing wrong?
